When asked for a comment, Goldburd said, “The COVID-19 health crisis has disrupted much of daily life in the US. Understandably during this time, many taxpayers may be unaware of the changes made by the IRS to suspend tax collection and compliance programs in a bid to provide relief. Here are the most important changes to know about if you owe back taxes to the IRS.”
The suspension of specific compliance programs laid out by the IRS will run from April 1 until at least July 15.
“As part of the IRS’ efforts to provide taxpayer relief, during this period, tax authority officers are not allowed to initiate liens and levies, which includes seizing a personal residence. Further to that point, the IRS has also decided not to issue new automatic, systemic liens and levies,” he said.
Goldburd added that in addition to suspending compliance programs, the IRS has also put a temporary hold on certain collection activities. In terms of private debt collection, the IRS will not pass on any new delinquent accounts to private collection agencies.
“However, it’s worth mentioning that some activities carried out by field revenue officers won’t be coming to a halt. The IRS will continue going after non-filers who are classified as having a high level of income.”
Another area that will continue operations as usual, according to Goldburd, is the Independent Office of Appeals.
When asked to elaborate, Goldburd said, “IRS employees who are working in Appeals will proceed with any work that they have on cases. Due to quarantine measures in the majority of the country, there won’t be any in-person conferences held with taxpayers. Instead, any scheduled conferences will probably be held via telephone or video conferencing.”
“In other words, if you have an outstanding case in the Independent Office of Appeals, make sure to be on the lookout for any requests for information and respond in a timely manner as work will be continuing as usual,” Goldburd added.
“If you’re unsure about what you should or shouldn’t be doing during the suspension period between now and July 15th, get in touch with a seasoned tax attorney who can steer you in the right direction regarding the recent changes.”
